Read it yourself. Unless they changed it, 1301 does not exclude American citizens, only section 1302 (a different detention provision) says American citizens are exempt from 'this section'.

Was that revolting or what? Now Obama has the opportunity to gain favor by vetoing it. It is said he may. This will hardly convince me that Obama is set to protect American civil liberties given his idea it is ok to assassinate American citizens far from a battlefield with no trial or independent judicial function even at the level of a FISA court. (Ironically, to review the correspondence of the guy they assassinated, they had to get a FISA court ruling.) He also flipped and pushed for the Patriot Act extension,etc.

But now he can revitalize some on the left by vetoing a bill championed by the GOP's last Presidential Nominee.

Be careful when you vote in the primary, this next election.
