This is scary and serious stuff. Particularly when you consider that it comes in tandem with the NDAA and the right of the government to seize and detain American citizens who are deemed "belligerent".
Might it be considered "belligerent" to fight against SOPA and PIPA? Today it is not, tomorrow it might be. That is why you need to act now before the wedding of these Orwellian proposals become law.
